Each player represents a great European power prior to World War I; a time when the continent was a complex cauldron of political stratagems and maneuvers. Your armies and fleets can dominate Europe, but only with the cooperation of your neighbors. Never forget, they are all trying to expand their territory, too, and you could become the target!
